In Bal Harbour, Fla., an oceanside village north of Miami Beach, a luxury mall says it wants to help tackle one of the nation’s — and Florida’s — most intractable problems: a lack of affordable housing. It is an unexpected move for a retail temple where Gucci, Chanel and Rolex are on offer. Affordable? But in a rare instance of bipartisan agreement, the Florida Legislature passed a law last spring intended to encourage projects like the one that the owner of the mall, Bal Harbour Shops, has in mind. And nowhere has seen more backlash to date than little Bal Harbour.

Whitman Family Development , the shopping center’s owner, filed plans with the city on Tuesday to build a roughly 20-story luxury hotel and three residential towers with 600 units within the complex. One building with about 240 units will be reserved for workforce housing, as part of Florida’s new housing law known as the Live Local Act.

When Joe and Janet Dippell bought their oceanfront condo in 2008, they thought they would live there forever. The Bal Harbour, Fla., property featured its own restaurant and the Dippells’ 3,300-square-foot apartment boasted water views. But over the past two years, local developers have been trying to buy each of the Carlton Terrace’s 88 units. They plan to knock down the property and build a development where they can charge premium prices for more units.

Florida's east coast was placed under hurricane watch Monday as Subtropical Storm Nicole moved in its direction with maximum sustained winds of 45 mph. The storm, currently 520 miles east of the northwestern Bahamas, is expected to approach Florida's east coast by Wednesday night. A hurricane watch has been issued for Florida's east coast along Volusia and Brevard counties all the way south to Hallandale Beach near Miami, according to the National Hurricane Center. There's a storm surge watch for the east coast of Georgia and Florida from the Altamaha Sound to Hallandale Beach. A tropical storm watch for the northwestern Bahamas was upgraded to a hurricane watch Monday.
